Recent and pending changes
Act 93 (L 2024) created the associate psychologist provisional license (HRS §465-7.2) and amended §465-7 effective 7/1/2026. Provisional licensees may take the EPPP once the provisional license is issued. HAR ch. 16-98 was last amended 1991 and has not been updated for Act 93.
Where the rules are unclear
Hawaii’s own documents disagree or are silent on these points. Ask the board if they affect you:
- HAR §16-98-30 sets a State jurisprudence exam (75%) and §16-98-29(a) a personal appearance before the board, but the current application (PSY-04 0324R) lists only the EPPP. Are the jurisprudence exam and appearance still required?
- Will the Board approve 'other arrangements' (HAR §16-98-4(6)) for video supervision of an associate psychologist at a different location?
